Application of the Multi Criterial Ranking Method for the Integration of a Regional GIS into a Geotechnical Monitoring System

Abstract

The article is devoted to solving the problem of ranking alternatives for the proposed solutions that are formed during geotechnical monitoring under conditions of uncertainty in the requirements systems. This uncertainty arises due to the lack of consideration of the characteristics of the object of control and the strict standardization of existing requirements. The problem of low formalization of criteria for assessing the quality of telecommunication and informational systems in the application of information technology to ensure technological safety is noted. The problem of multi-valued interpretation of requirements for system indicators and ranges of their values is noted. It is established that information uncertainty arises because of the lack of connections of particular models of requirements systems, formed at the junction of the requirements of information support for geotechnical monitoring, deployment plans of monitoring systems for the lifetime of objects, as well as the features of individual technical solutions. A method for upgrading the IT-structure supporting geotechnical monitoring with the help of embedding an information system for integrating regional GIS data while organizing local geodynamic control is proposed. The proposed method of informational support allows taking into account the fuzziness of the source data and ranking criteria by rebuilding the requirements tree in the ranking process. The ranking is implemented by comparing the functional characteristics trees at the calculating the distance to the ideal solution and according to the proximity indicator to the ideal, the ordering of alternatives is carried out.
