Conceptualizing Efficiency in Zimbabwe: A Literature Review

Abstract

The purpose of this paper is to firstly identify and synthesize critical measurement themes in extant academic literature concerning performance measurement in the decision making units (DMUs) in different sectors. Secondly, the paper posits for consideration a holistic and systematic framework for hypothetical objectives for developing appropriate efficiency measures for DMUs. The outcomes in this paper (a) Conceptualizing theory of efficiency based on the types of efficiency, the duality model, efficiency measurement and methodologies of efficiency (b) furnish the literature where the Data enveloping measure of efficiency has been employed by a number of studies in different sectors and in different countries and (c) indicate the conceptual and pragmatic challenges faced in developing and enacting appropriate and meaningful efficiency measure for example; Drivers of efficiency in the manufacturing sector, Barriers to achieving efficiency in the manufacturing sector. Consequently, this paper serves as a conceptual positioning paper and a practical embarkation point for practitioners willing to engage with and pursue this efficiency phenomenon. Thereby, it endorses more dialogue on and further research and analysis of efficiency measurement in any DMU.
