Forecasting Need For Skilled Personnel In The Context of Digital Economy

Abstract

It is shown that balance models and computable general equilibrium models are used to forecast the labor and employment market behavior in highly developed countries. It is noted that a holistic approach has been formed abroad to forecast the national economic need for skilled personnel based on an appropriate combination of quantitative and qualitative methods. It has been justified why it is necessary to identify and analyze the factors which determine the current and prospective supply and demand for workforce in digital economy. It has been explained why it is reasonable to create an early warning system in the Russian Federation allowing to recognize the skilled labor supply and demand trends in order to develop strategic labor market forecasting and to form an effective state employment policy.
