Software defined radio (SDR) is a highly configurable hardware platform that provides technology to achieve the fast-growing digital infrastructure (even a future). While among the silicone alternatives available to implement different SDR functions, The FPGA played a major role in mobile and portable communications. This is due to the features of flexibility, accuracy and configuration in design and implementation. The goal of this paper is to implement a radio-based radio communication system using Xilinx Spartan 3E Field Programmable Array and Xilinx System Generator tool is used for digital signal processing to simulate and implement a 16QAM adjustment on a Spartan 3E board. This research contain itemized procedures for creating a wireless design using MATLAB Simulink and downloading the design on a Spartan 3E board.
