This study presents a comprehensive scorecard of information and communication technologies (hereinafter ICT) in education used in foreign and Russian statistical accounting practice. The systems of indicators, whose monitoring and analysis can be used to formulate conclusions about the main development trends of ICT in education have been analyzed: Survey of Schools: ICT in Education (EU), UNESCO Institute for Statistics (Communication and Information section), partnerships for measuring ICT, International Telecommunication Union, European Statistical Office, modernized questionnaire on the use of ICT by the population, as well as authoritative rankings of universities. The scientific novelty of the research lies in the theoretical and methodological substantiation of the scorecard and the development of an information database on indicators in education used in domestic and international practice. A distinctive feature of the study is the development of methodological tools for the creation of an information base for a comprehensive statistical study of the development state and prospects of ICT in education, which includes both the algorithm for determining the scientific and technological development index, and the possibility of its application when assessing the differentiation of regions in terms of their development.
