Criteria and Methods for Including Investment Projects in Plans and Programs on the Socio-Economic Development of Russian Regions

In the article based on the analysis of the state and tasks on developing Russian regions, theoretical, methodological and applied issues on developing plans and programs for the socio-economic development of regions to intensify the economic growth and solve social problems have been considered. Special attention has been paid to analyzing the experience of state administration bodies in the Irkutsk Region that applied the Development State model in managing the region to efficiently use the economic potential of the territory and to achieve success in the socio-economic development of the region. All this required new approaches to the economic development that were based on the ideas of state planning and the priority solution of social issues. The Russian researchers and specialists have convincingly substantiated the need for applying methodological approaches and organizational and economic measures to combine the methods of forecasting and planning (pre-reform), as well as to use them in the strategic development of the subjects of the Russian Federation in the context of the market economy. At the same time, despite the adopted law No. 172-FZ and the efforts of federal government bodies, the regional forecasting and planning system, taking into account modern market principles of management, has not yet been created.
