modern Russian legal literature pays attention to international legal standards in the penitentiary sphere and issues of their implementation in Russia, primarily in the context of the problem of human rights, treatment of convicts (prisoners), or in General; scientific interest in the problematic issues of implementation of European penitentiary rules in Russia is also growing. Recognizing the scientific and practical value of the research, should pay attention to the fact that international legal status in terms of prison security, the problems of perception in the national legislation and law enforcement practice in connection with the operation and development of the penitentiary system of Russia, especially were not allocated and have not yet received systematic research and development. The aim of the study is to reveal the international legal component of the legal security of the penal system of Russia, to identify in this part of the problematic issues of a legal nature and the formulation of evidence-based recommendations for their solution (minimization), taking into account international legal obligations and national interests of Russia.
