Village Accountability of Village Fund Management in Gianyar Bali Indonesia

Abstract

This Research aims to describe how the management and utilization of the Village Fund Allocation in the village development process in the Village of Petak Kaja, Gianyar Bali. The Village Fund Allocation (ADD) is intended to finance the Village Government program in carrying out government activities and community empowerment. The Village Fund Allocation focuses on the principle of accountability, transparency, participatory and responsive, so that later it will be realized the implementation of good governance at the village government level. The type of data in this study is Qualitative Data, while the source of this research data is primary data, where in this study primary data is obtained from the results interviews with various speakers. The sample in this study were resource persons who were considered to have competence and were involved in managing village fund allocations. Determination of the sample using purposive sampling method. The data collection techniques used in this study were participatory observation, interviews and documentation. The analysis technique used is descriptive analysis techniques and triangulation techniques. The results of this study indicate that the planning stage has applied the principle of accountability supported by the principle of transparency and participation. The implementation phase has applied the principles of transparency and accountability. The technical and administrative accountability stage has applied the principle of accountability. Utilization of village fund allocations has a positive impact on the community of Petak Kaja Village, Gianyar, with the development carried out in accordance with village programs.
