The mechanism of accumulating funds for maintenance and overhaul through the introduction of fee rates in the investment attractive tariffs for water use on the on-farm irrigation and drainage systems has been reviewed in the article. The authors' proposals have been presented for the theory of sustainability of irrigated agriculture. A scheme of the economic theory has been presented that consists of a core and a protection belt, including seven factors (blocks) for the sustainable development of agricultural production in regions with irrigated agriculture. A brief analysis of the state and shortcomings of the existing water sector management system of the Kazakhstan’s economy has been provided. A new organizational and managerial structure of the water sector of the Republic of Kazakhstan has been proposed, covering various levels of management: interstate, national, basin, and systemic.
