Inadequate management and utilization of forest natural resources, especially wood, has not yet led to the realization of regional development independence, due to the low quality of human resources and natural resources possessed by different types of autonomous regions, so regional development depends on the central government. The management and utilization policies still overlap, are not aligned and have not yet synchronized at various levels, thus opening up opportunities for investors and officials to carry out KKN practices, and weak law enforcement and national management systems in the management and use of natural forest resources, especially timber.
