Neural Network Machine Learning Techniquesusing R Studio for predicting the Attitude of Rural People for Accessing E-Governance Services

Objectives: According to the world bank report out of the total population in India, the rural population is reported to be 65.97% in the year 2018. This shows that the rural population covers the majority of the population in India. Therefore, any services facilitated by the government should reach each citizen residing in the unreached segments in our society. People living in rural areas face multiple obstacles in obtaining their basic needs even it is facilitated at free of cost by our government. These challenges increase their level of poverty and meeting their fundamental requirements becomes demanding. The only way to reach people in rural areas is by designing innovative delivery channels through Information and communication technology (ICT) based on their understanding and literacy level. E-governance is a successful system developed by our government for facilitating its services electronically. This paper is an attempt to analyze how far this system has reached the rural population in India. This study has done an investigation on understanding the dimension of the attitude of rural people for accessing e-governance services through neural networks machine learning techniques. Methodology:The researchers have constructed a structured questionnaire to analyze the attitude of rural citizens from Tirupur District. The descriptive research design has been formalized and adopted a “purposive sampling technique”. The primary data has been gathered by distributing the structured questionnaire to the 500 respondents from the randomly selected villages of Tiruppur district. Neural network analysis is done using r studio to identify the predominant factor among the attitude dimensions of the rural people. Findings:The Majority of respondents have responded as they feel difficulties in accessing e-governance services. This shows, the rural respondents are ready to utilize the e-governance services but the difficulties and their challenges faced by them lack their interest and gain knowledge for accessing it frequently. The researchers have identified that Information and Communication (ICT) Literacy for rural people plays a predominant role in measuring their attitude for accessing e-governance services. The researchers have developed a model by using neural network analysis using r-studio with three input layers, two hidden layers, and one output layer. Novelty: This study is a new system of developing a model and testing the relationship between the study variables using neural network machine learning techniques. The findings, recommendations, and suggestions of this study help the policymakers, government agencies and service providers to understand the demands of the rural people to actively participate in utilizing e-governance services.
