Developing Excellent Competencies through Leadership and Basic Training for Civil Servants in Indonesia

Abstract

One of the significant components in developing human resource competency is the role of ‘training teaching staffs’ (henceforth Widyaiswara) who are able to demonstrate the experiences supporting the mastery of the substance, as well as acting as a consultant, researcher, and practitioner outside the training institution. Widyaiswara's capacity can be identified through his or her professional expertise like publishing books, proceedings, and scientific journals. Likewise, the outcome of the training conducted by the Widyaiswara is also essential seen from the ‘end product’ and this is manifested when the participants can apply the intended results of the workshop by implementing the changes or actualizing the values as expected by their organization. Therefore, Widyaiswara as an agent of change is a selected individual/ group pioneering the alteration and at the same time can be an example as well as a role model in behaving, reflecting the integrity and high performance in the organizational environment. Moreover, Widyaiswara is responsible for always promoting and exercising the best practices regarding roles, tasks and functions that becomes his/ her responsibility.
