This article discusses the scientific and theoretical foundations of poverty research. It analyzes the trends and prospects of the fight against poverty in modern democracies. The article compares traditional poverty estimates and innovative methodologies and methods of poverty accounting. The author concludes that in modern approaches to determining poverty in welfare states an attempt has been made to propose the most appropriate ways to reform the existing social security system and alternative means and methods of combating poverty.
