All addicts and victims of narcotics abuse must undergo rehabilitation because, in principle, addicts and victims of narcotics abuse are sick people who must undergo treatment. This type of research was a descriptive study when the research was conducted from July-August 2018 using 12 people the number of informants. Data collection through in-depth interviews, and interpretation of data presentation, data analysis using triangulation. The results of this study indicate that the implementation of rehabilitation is very effectively used against narcotics prisoners. Therapeutic Community Rehabilitation is an alternative that can reduce the number of addicts and victims of abuse. Implementation of rehabilitation needs improvement, including the provision of special blocks for the implementation of rehabilitation so that prisoners who undergo rehabilitation programs so as not to hamper the rehabilitation of rehabilitation participants, the lack of time/hours of rehabilitation provided, and the lack of guidance and spiritual development.
