This article aimed to analyse the relationship between regional government and regional parliament in the making of poverty alleviation policy, and the application of governance principles by both regional government institutions in making poverty alleviation policy in local regulations form on regional government budget. The research employed a qualitative method with a case study strategy. The results of the research showed that regional government and regional parliament are institutional and partnership, the relationship can be seen starting from the absorption of the poor society aspirations, the delivery of general policy on the poverty budget allocation in regional government budget by the regional government to the regional parliament to be discussed and agreed to become local regulations as a policy, and regional government and regional parliament have not fully implemented the good governance principles in making poverty alleviation policy and the policy produced by regional government and regional parliament has not contributed significantly to poverty alleviation.
