Socialization Strategy in Bureaucratic Reform

Abstract

Bureaucracy is a system of government administration that is carried out by civil servants based on statutory regulations. Bureaucracy is plagued by various political processes, the public administration system in Indonesia still experiences fundamental problems such as bureaucratic structures, norms, values and regulations that are oriented towards fulfilling the interests of specific individual or group, and are not in favor of civil society. Thus a strategy is needed to carry out bureaucratic reform so that bureaucratic services are prioritizing prime services to serve civil society. Implementing bureaucratic reform strategy also requires an effective socialization strategy that can reach all layers of the bureaucracy to participate in implementing bureaucratic reform. The Investment and One Stop Integrated Service Office of Badung Regency is one of the bureaucracies that has successfully conducted transformation. This is evident from the award won as the best Public Service Mall in Indonesia. With the award as the best Public Service Mall in Indonesia, it is certainly inseparable from the socialization strategy that can hold all layers of the organization to participate together to provide services that satisfy the community. This research will focus on the socialization strategy carried out by the Investment and One Stop Integrated Service Office of Badung Regency in realizing bureaucratic reform. This research uses descriptive type with case study method and qualitative approach. The results of this research: in carrying out socialization as an effort to carry out bureaucratic reform, the Investment and One Stop Integrated Service Office implemented three phases of socialization which include anticipatory socialization, encounter phase and metamorphosis.
