A specific Requirements Capability Maturity Model (R-CMM) was suggested by a researchers group from UK as an endeavour to help the prerequisites building period of programming improvement. The validation performed to evaluate this model demonstrates that it has possibilities to be a prototype for analyzing the prerequisites building and process improvement. The main objective of R-CMM is to analyze requirement gathering of the entire process that is defined by the process framework of Software Capability Maturity Model (SW_CMM). The suggested R-CMM model is significantly highlighted by redefining the characteristics of CMMI-DEV and this work explains how R-CMM is re-defined to analyze the target goals set by the CMMI- DEV.
