Strengthening the Professional Competence of Employees in the Context of the Development of the Digital Economy and the Modern Labor Market

Abstract

The relevance of the study is due to the particular importance of the issue of personnel development and improvement of professional competencies in solving the problem of providing the economy with personnel skilled in digital technologies. In this regard, this article is aimed at identifying the results of the development of the system of continuous education concerning the requirements of the digital economy for modern laborers. The empirical base of the research consisted of the materials of the Programme for International Assessment of Adult Competencies (PIAAC) of the Russian Federation, the Russian Longitudinal Monitoring Survey by the Higher School of Economics (RLMS-HSE), the RLMS-HSE Monitoring of the Economics of Education, the Monitoring of Additional Professional Education in Russia by RANEPA, the Overview of McKinsey's Digital Manufacturing Global Expert Survey, the Analytical Center for Government of the Russian Federation, and Monitoring of the Development of the Information Society in the Russian Federation by the Russian Federal State Statistics Service. The article discusses the extent to which Russian citizens use basic digital skills for professional and personal purposes; the conducted study also presents the assessment of the level of motivation of employees in continuing education. Personnel development and advanced training in Russia is still at a rather low level compared to developed countries; therefore, the article substantiates the necessity of updating the system of additional professional education and the introduction and development of professional standards in order to improve the level of key and professional competencies of employees. The practical significance of the materials of the article is that the renewal of the system of continuing education will allow laborers to carry out regular professional development throughout the entire career and quickly adapt to the new demands of the digital economy and the modern labor market.
