Problem solving is one of the 21st century skills listed in curriculum 2013. Good Learning Tools should be able to facilitate teacher to carry out assignments as a teacher in the classroom and can stimulate student skills as mentioned in the 2013 curriculum, devices learning is expected to correspond with each other, then realized in Subject Specific Pedagogy form. The purpose of this study is to analyze and design Subject Specific Pedagogy which will be used in Problem-based learning Based Learning to stimulate students' problem solving abilities. The method the development used is ADDIE. The subject of the research was the students of class XI Vocational School. Data collection techniques with interviews and classroom observations. Interview conducted with students regarding the ability to complete. Observations made to get information about learning models and student characteristics. Analysis of what is done is used by reducing data, presenting data, and attracting conclusion. Based on observations and interviews with Moyudan Vocational School teachers, learning devices in class that is used sometimes do not match between materials teaching and Student Worksheet, so teachers and students often have difficulty in understanding problem and solve it. Then proceed with the Design phase by making a Subject Specific Pedagogy design based on Problem Based Learning to stimulate problem solving skill. The results of this study, are meant to produce Subject Specific Pedagogy based on Problem Based Learning for stimulates problem solving skills so that learning in the classroom is more integrated between learning devices.
